Line 413 (Van Nuys - Burbank - Downtown L.A. Express)
Proposed for replacement (along with Line 410, Line 412, and Line 549) with new Line 411 peak-hour, limited-stop service via Line 164 route between Warner Center and Burbank, then via freeway to Glendale and downtown L.A. Never implemented; concerns were lack of replacement service for Line 410 on Glenoaks Blvd., or for Line 549 between Glendale and Pasadena or between Encino and Burbank.

- Originally proposed to be replaced by Line 364 and Line 426.
- Line 411 originally proposed to also duplicate Line 423 between Warner Center and Universal City.
- Line 413 proposed for restructuring into limited-stop Line 364 on Victory Blvd., with freeway express segment eliminated, as part of the Metro Red Line Bus/Rail Interface in 2000. Never implemented due to LADOT concern about replacement service in downtown Burbank.
