San Fernando Valley Transit Restructuring Study
Draft Proposals
Not surprisingly, the San Fernando Valley Transit Restructuring Study had its share of concepts that were studied but not included in the final study. Many of those concepts were included in the draft version produced in May, 1994 in order to conduct a series of public workshops around the Valley.
For the public meetings -- held to get feedback on the draft concepts for fine tuning into what was issued officially less than six months later -- there were no individual line maps. Instead, a "subregional" map was created for each area in which a workshop was held. It is those maps which we have reproduced here, highlighted by color to show the original concepts that didn't quite make it (at least, not in their original forms).
We apologize that it may be difficult to see where lines were proposed to be routed, even with the highlighting (especially since it was necessary to reuse colors on some maps). However, since it is very rare to find a discussion of any public transportation agency's restructuring plan that includes information on draft proposals, we hope the reader will forgive the technical limitations of our presentation.
Unless otherwise indicated, maps and notes refer to the May draft version of the San Fernando Valley Transit Restructuring Study. References to the "final plan" refer to the released September, 1994 version.


The draft included a proposed Granada Hills Transit Center in the vicinity of Chatsworth St. and Zelzah Ave., and many of the draft proposals in this subregion were based on that transit center. It was replaced in the final plan by a Northridge Transit Center near CSUN.
Line 158 was proposed to deviate to Granada Hills Transit Center via Encino Ave. - Chatsworth St. - Zelzah Ave.
Line 166 was proposed to connect the Osborne St. and Lankershim Blvd. route segments via San Fernando Rd. In the final plan, Line 166 was proposed to continue operating to Glenoaks Blvd. and then connect to San Fernando Rd. via Sheldon St. (Also see Northwest Valley.)
Line 236 was proposed to be realigned to Granada Hills Transit Center via Chatsworth St.
Line 394 was proposed to continue north from Sylmar/San Fernando Metrolink to Santa Clarita via the I-5 freeway. The extension appeared in the final plan as separate Line 570.
Line 422, the proposed replacement for Line 240, was proposed to be extended to Granada Hills Transit Center via Devonshire St. - Lindley Ave. - Chatsworth St. In the final plan, proposed Line 522 did not include the extension to Granada Hills.
Line 660 was proposed to operate a circulator loop between Sylmar/San Fernando Metrolink and Olive View Medical Center, as a replacement for parts of Lines 90 and 234. This appeared in the final plan, with route deviation, as Line 631.
Line 661, a shuttle route between Sylmar/San Fernando Metrolink and Mission College, appeared in the final plan as Line 632.
Line 662 was proposed to operate between Sylmar/San Fernando Metrolink Station and Sunland as a partial replacement to Line 90 (similar to the currently-proposed Line 290). In the final plan, Line 90 was proposed to operate all the way to Sylmar.
Line 665 was proposed to operate the Woodley Ave. portion of Line 236, continuing through the residential area of Granada Hills north of Rinaldi St. via Gothic Ave. - Shamhart Dr. - Knollwood Dr. - Balboa Blvd. - Midwood Dr. - El Oro Way - Rosnick Pl. - Jolette Ave. - Trosa St. - Daryl Ave. - Bradford Pl. - Nugent Dr. - Louise Ave. - Chatsworth St. to Granada Hills Transit Center before continuing into the Porter Ranch area (see Northwest Valley). In the final plan, a (necessarily) streamlined version of the Line 665 routing was included as a proposed realignment of the eastern side of Line 236.


Line 90 was proposed to operate from Downtown L.A. through Glendale, Montrose and Sunland, and then continue via the route of Line 169 to Burbank Airport. At the time, this was (and still is) the weekend alignment of Line 91 as interlined Line 169 service.
Line 662 was proposed to operate the Foothill Blvd. service between Sunland and Sylmar/San Fernando Metrolink Station (see Northeast Valley). In the final plan, Line 169 was proposed for extension along the overlapping area on Foothill Blvd. and Line 90 was continued to Sylmar.


Line 96 was proposed to operate only between Downtown L.A. and Burbank Metrolink Station (as is currently proposed under Metro Connections), but with an alignment that would have replaced Line 152 on Main St. and Victory Blvd. Line 96 was instead rerouted through downtown Burbank and continued to Sherman Oaks via the routes of the Line 670 and Line 680 proposals.
This map also shows the final plan proposals for Glendale Beeline Route 4 and Route 6.


Line 169 was proposed to be realigned to Sun Valley was via Tujunga Ave. and Strathern Ave. Line 90 was proposed to replace Line 169 between Sun Valley and Sunland. In the final plan, Line 169 was proposed to operate a more direct route in Sun Valley and to be extended along Foothill Blvd. in Sunland. (Also see Southwest Valley.)
Line 664 was proposed to replace Van Nuys-Studio City DASH, with extensions to Van Nuys Amtrak/Metrolink Station and Universal City Red Line Station.
Line 670 was proposed to replace Line 96 west of Burbank Metrolink. Line 96 was instead realigned along the route of Line 670 and proposed Line 680.


Line 560 was proposed to be realigned in Westwood using the routing of LADOT Line 573, then continue south of Westwood Blvd. to National Blvd. before continuing on the I-405 freeway to LAX. In the final plan, the express service to Westwood and LAX was combined with the proposal for limited-stop Line 561, without realignment.


Line 158 was originally proposed to replace Line 243 on De Soto Ave. The proposal was modified after the final plan to include Topanga Canyon Blvd. as part of Line 158 and De Soto Ave. as part of Line 168.
Line 166 was proposed to replace Line 245 on Topanga Canyon Blvd. In the final plan, Line 166 was proposed to operate via Canoga Ave. replacing the proposed Line 667 shown below.
Line 167 was proposed to operate to Chatsworth Metrolink via De Soto Ave. - Nordhoff St. - Owensmouth Ave. - Lassen St. - Topanga Canyon Blvd. - Devonshire St. In the final plan, a more direct routing was proposed for the Line 167 extension and the draft routing was subsequently modified for Line 166.
Line 238, proposed to replace Line 154 on Tampa Ave. was to operate only as far north as Devonshire St. In the final plan, Line 238 was proposed to operate along the entire Line 154 Tampa alignment.
Line 239 was proposed to operate a route around the northwest corner of CSUN. In the final plan, Line 239 was proposed to operate past Northridge Metrolink Station.
Line 665 was proposed to operate into the Porter Ranch area via Tampa Ave. - Sesnon Blvd. - Reseda Blvd. - Chatsworth St. before continuing into the Granada Hills area and continuing east as a replacement for Line 236 on Woodley Ave. (see Northeast Valley).
Line 667 was proposed to operate between Warner Center and Chatsworth Metrolink via Canoga Ave. This was attached to Line 166 in the final plan and then replaced by Line 645 before the public hearing. The line number was reused for an entirely different line in the final plan.


Line 169 was proposed to be extended to Warner Center via Sherman Way - Platt Ave. - Burbank Blvd. - Shoup Ave. - Oxnard St. (Also see Southeast Valley.) In the final plan, the extension was proposed (along with a portion of Line 245) as Line 667.
Line 668, partially replacing Line 161, was proposed with a direct routing to Calabasas. In the final plan, Line 668 was proposed for route deviation and included a portion of Line 245.
Line 669 was proposed to replace the western end of Line 163 then continue via the route of Line 624 through West Hills and then to Warner Center as a loop route using a portion of Line 245's route. In the final plan, Line 669 was proposed for route deviation and the Line 245 route segment was split between Line 667 and Line 668.


Line 364, a limited-stop version of Line 164, was originally proposed to operate between Warner Center and Burbank during rush-hour. (Also see East Valley Commuter map.) In the final plan, this was merged into the Line 411 proposal.
Line 411 was proposed to duplicate Line 423 between Warner Center and Universal City and then continue to Glendale, replacing Line 549 (see East Valley Commuter map). In the final plan, Line 411 was merged with the draft proposal for Line 364.
Line 419 was proposed to deviate to Granada Hills Transit Center via Lindley Ave. - Chatsworth St.
Line 427 was proposed for cancellation. In the final plan, Line 427 was proposed to become a branch of Line 423.
Line 545 was proposed to be returned to its original freeway alignment, realigned in the Chatsworth area, and extended to Warner Center. The deviation to Chatsworth Metrolink was not included in the final plan proposal for Line 545.
Line 575 was proposed to be cancelled in favor of Metrolink service. In the final plan, Line 575 was proposed to operate through Chatsworth Metrolink, then via De Soto Ave. to Warner Center.


Line 364 was proposed to replace Line 413 east of Laurel Canyon Blvd.
Line 411 was proposed to replace Line 549 into Burbank and Glendale (following a freeway express segment duplicating Line 423), then duplicate Line 409 into Downtown L.A. An extension of Foothill Transit Line 690 from Pasadena to Glendale was also suggested. In the final plan, Line 411 was merged with the draft proposal for Line 364.
Line 426 was proposed to be realigned via Sherman Way - Laurel Canyon Blvd. (partially replacing Line 413), then operate via Normandie Ave. between the 101 Freeway and Wilshire Blvd., replacing the routing through Hollywood (not mapped).

There were also final plan proposals that were modified by MTA staff prior to the public hearing.

Line 166 was proposed in the final plan to operate on Canoga Ave. between Chatsworth and Warner Center. The proposal was modified to continue Line 166 to Chatsworth Metrolink via the draft routing for Line 167 (see Northwest Valley above) and a separate Line 645 shuttle was created for Canoga Ave.
Line 168 was proposed for cancellation in the draft version. It was retained in the final plan, with a deviation through the proposed Northridge Transit Center via Lindley Ave. - Halstead St. - Etiwanda Ave. - Plummer St. - Reseda Blvd. The proposal was further modified to eliminate the routing through CSUN and extend Line 168 to Warner Center via the Line 243 De Soto Ave. route.
Line 645 was proposed to replace Line 245 on Topanga Canyon Blvd., replacing a draft proposal for Line 166. The Line 158 proposal was instead modified to include Topanga Canyon Blvd. and the Line 645 number was used for a proposed Canoga Ave. shuttle that was originally part of the Line 166 final plan proposal.

Line 630 was proposed to operate via Lankershim Blvd. - Vanowen St. - Laurel Canyon Blvd. - Magnolia Blvd. The proposal was modified to operate Line 630 via Oxnard St. rather than Vanowen.
Line 680 was proposed as a shuttle route between Universal City Station and Sherman Oaks Transit Center, primarily replacing Line 97 along Riverside Dr. This line was proposed to be operated by LADOT, but Line 96 was extended to Sherman Oaks on a temporary basis until LADOT was ready to begin operating Line 680. "Temporary" for over eleven years now, although LADOT continued to refer to it in their own restructuring plans until 2000.
